      Glencairn Community Council Windfarm Fund (GCCWF).=20

      Grant Criteria

      1. Positive Criteria.

      Applications that fulfil the greatest number of the following =
criteria have the best chance of being successful. Note: Criteria 1a) =
must be met.

      a) The area in which the grant is to be used is the area of =
Glencairn Community Council. This area is as the parish boundary as per =
Glencairn Community Council Boundary map.=20

      b) The organisation has a constitution, committee, accounts and =
has had an AGM in the last year.

      c) The grant will be used to benefit the social, educational, =
sporting, economic or religious life of the community.

      d) The grant will be used for proposals that result in improved =
energy efficiency, energy management or innovative sustainable or =
renewable energy projects.

      e) The grant will be used to benefit tourism, or the scenic =
historic value of the area.

      f) The grant will benefit the community as a whole.

      g) The grant will benefit the elderly or the young

      2.Negative Criteria.

      Applications that fall into the following categories will have a =
reduced chance of success.

      a) Grants sought by individuals which are deemed to be for =
personal benefit.

      b) Grants sought for projects that are expected to be undertaken =
by statutory bodies, such as Local Council, Social Work Department, =
Police, Schools and Health Services. Note that grants may be available =
to the above for the likes of extracurricular activities or locally run =
initiatives that fulfil a number of positive criteria.

      c) Grants sought retrospectively.

      d) Grants sought which expect the Fund to fund the project in its =
entirety.

      e) Grants sought where a large amount is requested and only a few =
people benefit.

      f) Grants sought for projects that bear little relation to the =
geographical area of Glencairn.

      g) Grants sought for political gain.

      3.Grants for Revenue Costs.

      Grants may be available for Revenue or running costs of any =
organisation within the Glencairn Community Council area that fulfils a =
number of the positive criteria.

      Criterion b) of the positive criteria must be met, i.e. The =
organisation has a constitution, accounts, and has had an AGM in the =
last year.

      The following will also be taken into consideration

      a i. Where there has been fundraising to at least the amount of =
the grant.

      ii) With reference to a set of accounts and constitution.=20

      iii) With the proviso that the grant given does not simply =
increase the general balance of the accounts of the organisation.

      b) A project deemed suitable that fulfils a number of the positive =
criteria.

      4. Grants and Capital Costs

      Grants are available for Capital or Project costs with the =
following considerations:

      a) That the project may only be totally funded by the Fund when =
there is no other funding available from another source.

      b) When other funding is available the Fund may only part fund the =
project.

      c) The Fund may in exceptional circumstances make grants for costs =
incurred

      5. Revision of range of criteria

      GCCWF reserves the right to adjust the range of and criteria for =
grants in the light of experience.
